It's too much uncertain to be legalized Bitcoin because there have some limitations why government don't like Bitcoin and other digital currencies. As it's decentralized, anonymous and secured so if government legalize it they will not be able to implement tax regulations, will not have control on Bitcoin transections or assets and will fall bad impact on Banks.
Government also thinks Bitcoin as a Risky assert because it's price can be manipulated extremely and has high volatility.

So we can't say accurately if Bitcoin will be legalized or not. And it's a great idea to make Bitcoin as a payment system for your business. But always respect the Government rules first. I think the good days for Bitcoin will come.
