I was able to get the correct seed ( 12 words) and I have tested using ian tool for BIP39 and it works and it shows the correct addresses for Legacy but not for the segwit (bc1q)
Try and check for more than 20 addresses on iancoleman to know if you will find it. You mean the wallet is not following the P2WPKH standard. Maybe, or maybe not. I do not know how to extract the seed phrase. I would have tested it and see if you are right. Wait for others to comment. Hopefully other people can test that out. But I wonder the type of issue you or your friend has but not able to use the file backup directly.
