That depends on how progress between lukaku and chelsea. I just read from gazetta if wants to sell him as soon as possible. Chelsea has been even decreasing lukaku's price so much. He is not priced almost a half from previous price.
Chelsea are a rich club but they must obey financial rules from UEFA. They are already in a watch list of UEFA and they will have to try to balance between transfer values from bought and sold players. With players who are receiving high salary and Chelsea don't have plan to use, they will try their best to sell those players and get some sort of money back. Lukaku is in their sale list, no doubt about it.

It's a chance for interimlan to buy lukaku with cheap price. Selling some players to get enough funds to buy lukaku is far better for intermilan right now.

Lukaku does not want to play for Chelsea and he strongly shown it and does his best to leave the club. He has problems with performance and body in the last two seasons, since Euro 2021. Lukaku relies too much on his physical strength to play and beat defenders so when he gets older, he will have more troubles and might become more useless.
Well he is that type of player, but if he gets in that form he will be unstopable. I think he will stay at Inter. Only one who could make peak Lukaku is Pinturis but he is now in Real.
