I believe Manchester City can achieve that. Guardiola planned friendly games vs Bayern Munich and Atlético Madrid by the end of July to see the teams performance and how ready they are before official games.
First match will be played vs Arsenal regarding FA Community Shield. Gunners aren't easy but City are much powerful in my opinion. There is time for Arsenal to recruit more players and fix the team so we will see.
Nice move by Pep Guardiola, with this friendly match he can get closer to the playing style of other clubs. Moreover, the club being faced is a club that has a pretty ideal squad. Arsenal have also learned many things and Arteta himself is now much more prepared for the challenges ahead. If Arteta is able to measure and evaluate his players, then I'm sure that Arsenal can have much better potential than last season.
Chelsea is selling players to make sure the roster is flawless for the upcoming season, but my advise to Chelsea is to check everything out thoroughly to avoid making any mistakes by selling a player they'll later regret. The squad should only concentrate on being in a better position so they can perform in the champions league; it will be beneficial if Chelsea doesn't compete for any titles next season.
Although selling players can help the team, and I think Chelsea has many players they can offload while still having money left over to invest in new, talented players, I would also advise Chelsea to replace the sold players with new ones who are capable of playing at a high level more than those who will compete in the 2022–2023 season.
Actually I don't doubt Chelsea finances, but what many people doubt is behind the management of the team. Like Todd Boehly decision, who didn't really understand what Chelsea needed. Now in transition, it is not easy to achieve full repair. Selling several players and the proceeds are used to buy new players but does this show that Chelsea can guarantee next season's performance will be much better?
