Milan are after some of Chelsea players lately. Loftus-Cheek deal has already been completed by Milan for only a transfer fee of 16 million euros. Now they are negotiating the transfer fee for Christian Pulisic. He is already okay for a move to Milan right now but there is still no agreement on the fee. Because while Milan are trying to make them accept a fee below his market value which is €25m. But Chelsea don't want that.

I can't even understand how Pulisic's value has dropped this much since the time he joined Chelsea. Because he was signed for 64 million and his value at Chelsea in his first times was 60 million. Many players have been wasted at Chelsea lately as it seems.  

Rebuilding continues for Chelsea anyway and it looks like they will be even the most active team in Europe in the transfer window.
