I'm pretty sure OP means an online lottery. You don't get accounts that can lie dormant when you buy a physical lottery ticket.
If I buy several lottery tickets and then leave my account dormant for a long time, say at least 6 months, and my ticket wins the jackpot during that time.
With online lotteries you have to read TOS as each company will have their own limit but in general they do expire. The whole company can go out of business too if you wait for too long.
