You're right there, of course that's why I say Liverpool as a team that was a tough competitor to Manchester City every season in the era of Pep Guardiola and Jürgen Klopp. Of course Arsenal and Manchester United want to do the same, but Arteta and Ten Hag don't seem capable enough to provide tough competition for Manchester City.

Last season Arsenal was good, they led the standings in a few weeks, but Arsenal are not good enough to take advantage of opportunities, especially in the last few games towards the end of the season.
