I think, it looks like Arsenal cannot fully guarantee to be able to bring in Declan Rice. Haven't they been spectacular in their performance last season already? It is all about Manchester City, if they don't struggle during the season I doubt that another team will be able to take the title away from them. Arsenal played on a really high level and yet it wasn't enough, which in turn means that they need to play a better season than last season and that is a huge task for them. They very first thing to do this season is to not mess up the start. If that happens it is usually impossible to get close to Manchester City again.
