Even if I have nothing to do with this campaign whatsoever, I think a shuffle is a good idea. Looking at the spreadsheet a high number is doing exactly 25 posts, +- 1-5 posts. And often enough these posts have no substance.
There are plenty of users that would deserve a spot in this campaign, actual forum members that post not only for the sake of being paid.

Not all of them post just to get paid. Some users don't even care how many posts they made. Look at PowerGloves post count. He rarely writes 25 posts a week. He can easily write 25 posts in a week and get maximum payment from the campaign. But as I said, everyone does not writes for money only. Quality is better then quantity.
Every campaign has their strategy. Some campaigns want to spread their signature all over the forum and they want users to write as many posts as they can write. The campaigns offer bonuses for top posters and quality posters. In comparison, Some others campaign might have different goal. They want quality posts. No matter how many posts you write. But whenever you write, make sure it adds value.
