If the takeover process reaches an impasse and Man United still belongs to the Glazers, then Man United will have a bottleneck this season related to the lack of budget spent by Glazer. But if Sheikh Jassim succeeds in acquiring Man United, then most likely Man United will experience a very significant development.

This is somehow incorrect; Manchester United inability to spend this summer is not due to the Glazers but instead FFP restrictions; MUFC Need to make couple of sales to balance their FFP regulations or they spend only a little above 150M. Every summer, the Glazers spend good amount of money in the transfer market.

If the glazers remain, it would be nice if the owners set up a competent football head team to oversea signings, recruitment and contract talks; that way MUFC gets better

Still can't be sure which one is right or wrong because, so far when a football club was acquired by a Saudi businessman, the progress has been very good. Therefore, at least when there was a moment about Sheikh Jassim having high interest in acquiring Manchester United, and then at least most people would judge it would be better like other clubs like Newcastle for example. So yes, I personally cannot conclude which is wrong and which is right, because considering the current trend, I prefer Sheikh Jassim to acquire Manchester United.
