I think Chelsea set a selling price too high for Lukaku which in the end was very difficult for Inter to accept. Lukaku is still good, but I don't think his value is higher than 30 million euros, but Chelsea want Inter to pay more. Loan options are being discussed, but it seems Chelsea just want to sell rather than put him on loan again.

Inter have so far not looked like they are going to force Lukaku's transfer at the value asked by Chelsea, that's because Inter seem to want to save a lot of money for other plans. Chelsea had to make a tough decision about Lukaku but I think 30 million euros is a good value for a 30 year old striker.

Ofcourse Inter Milan will be reluctant to buy the Chelsea man who is past his prime years for £30 million. Such amount for a 30 year old isn’t common, the fact that Chelsea prefer to sell him permanently rather than accepting a loan will make it even difficult to strike a deal. Somehow they will have to find a way around the transfer fee, Chelsea will have to reduce the fee for Inter Milan to get the player this summer.
Lukaku might be in his 30s but when it comes to delivering performance he surely doesn't disappoint and I think inter will be well aware of this as lukaku was a prominent figure in their achievement during their last season performance although they didn't secure the title but reaching the finals was a major achievement for them and making a permanent deal  with chelsea at £30 million for lukaku won't be a wrong move if they know his Worth.
Romelu Lukaku is a big striker that is always serving as big threat  to any opposing defense he's playing against and his goalscoring prowess in front of goal is also another factor that stands him out among other strikers.
Inter Milan knows about all these features of Lukaku and how important of a player he'll for them be if he continues ba part of their club but their current financial issues doesn't permit them to outrightly sign him and that's why they're opting for another loan spell but Chelsea wants to an outright buy out of the Belgian. But I think from the reports so far, Chelsea would allow him continue to be a loan player at Inter of no serious suitor comes for his services before the end of the summer transfer window
