Pep Guardiola has done a very good job so far. Pep has proven that when Manchester City win the Premier League in the 2021-22 season, things like that also spread, but the Manchester City coach proved they could maintain team stability and it was proven that Manchester City managed to defend the Premier League title in the 2022-23 season
Manchester City are no doubts still the defending champions for the premier league next season and can win it again. They were able to show last season that they can perform consistently all through the season. They won the league last season because they were clearly better than every other premier league team, not because there were no good teams in the league. Manchester City had no problem winning the premier league last season and will not also have a problem this season if they can play well, they dominate the league already. The league that will give them a problem, were they are not as sure as winning the premier league is the champions league. They may not be able to defend it.
The problem I have is that even though they are the current Premier League champions, that does not guarantee they will win the trophy next season. The majority of people are judging the next season based on this [last season]. Guardiola has been a great coach for some time and has built himself, and they actually did maintain stability. Even though I don't support Manchester City, I was still astonished by their performance, as did everyone else. Winning three trophies was just incredible, but I'm confident that it won't happen again the following year.                                     
However, this is a completely different case. At least they are judged not on last season, where they won three trophies, but on several other seasons. You, as a Manchester City fan, know better how they have performed in the Premier League over the last few years. They've won their league title several times before and could well do it again

The most stable club in the Premier League is still Manchester City. Liverpool and Manchester United are trying to strengthen themselves. And adding more talented players to the team. But we are not sure if they will be able to perform consistently well in the coming season. Because new players need time to adapt to the team. And so I consider Manchester City as the favorite for next season's Premier League title. But I'm not sure if Manchester City will be able to maintain their dominance in the Champions League.

I don't think it matters that they won't be able to maintain their dominance. If the team keeps winning, it will soon get boring. As for the players, they will have time to adapt, at least pre-season training, then the first few games where they will appear as replacements, so that's not a problem. I wouldn't be so sure about Liverpool though, they still don't look great, we'll see them in the first few rounds
