I have been using the .onion address for my Electrum server for a while now. This afternoon it stopped connecting, giving me the message "socks: host unreachable. check if the proxy server is running."

I used the 192.168.0.16 address no problem.

Any idea as to why the .onion address no longer works?

does Electrum work with Sparrow wallet? or even sparrow wallet is a subsidiary of electrum?
Electrum and Sparrow are two separated wallets. They co-exist within the world of Bitcoin wallets, and you can use either one or the other. You can, however, connect to your Electrum Private Server (assuming you're running a node) by using Sparrow[1]. By doing this every transaction that you'll make in Sparrow will use your node instead of someone else's (thus increasing your privacy).
