If one is very reluctant to promote their products or goods and services to a booming market where their services are needed most, then another person in the same business line will do so and will make more sales than them. Three people can be doing the same business, let's say "selling of building materials," but one of them is always running ads online to advertise his business, and he is also advertising on radio and TV channels. There's definitely a high possibility that he will make more sales than his competitors.
