How can I get the news directly from the SEC in a matter of a second? Is it through their website or which news?
The Freedom of Information Act states that anybody has the right to seek information from the government. It includes both citizens and non-citizens of the United States. You can write to any ministry or agency of the government to seek any information and the law mandates such government agency to release such document if it is available and fit for public access. If the document is classified or secret you will need a court judgment to access it because it is under the privacy act. So you can write to the SEC or treasury department, pay the stipulated fees, keep checking on the status of your request and hopefully you can get some details.

I want to know the exact second that SEC would approve bitcoin spot ETF directly. I do not want it to be what I will read on the crypto new later after people would have bought and the price would have increased. Although there is more to bitcoin spot ETF because more people will invest and bitcoin marketcap may not get below trillion of dollar ever again.
I doubt if you can get the exact time that the SEC will approve the bitcoin spot ETF because there is a clear unwillingness on the part of the government to approve the request of these applicants. I will suggest you forget about SEC and adopt the dollar-cost averaging investment techniques.
