I think Barcelona's current problem is in their finances so they are not very active in hunting for star players at high prices, currently Barcelona is more focused on future investment, coaching or buying potential young players and buying several senior players who are ready and mature. to balance the team's performance, I think it's a pretty good step when im internally experiencing financial problems.
This fact cannot be avoided, but as long as Barcelona can allocate each portion and also do the right goals, I think it will produce something sweet. Sometimes we can't criticize a team with bad finances like the one faced by Barcelona and indeed they can't buy star players like some of Europe's top teams.

I think the transition to talented young players or players who are more mature from that experience is good enough for future development. Now barcelona may be challenged whether they can return these financial problems to a stable point so that we will also see barcelona will compete with other European teams in fighting for star players.
Barcelona's current financial incapabilities has made the club to significantly minimize their engagement in the transfer market making the manager to fully utilize the players he has at his disposal.
Xavi Hernandez has proven that he can nurture the young players in the squad to world class players and he did that by winning the Spanish La Liga title with squad last season. IIkay Gundogan has been joined them for free after his Manchester City departure and I think they're few more signings from being strong enough to compete with any club in Europe
