Same logic here, sure you could play with your friends or yourself whatever, there is nothing wrong with that one, but as soon as you become the casino and play for money and make people play, that suddenly becomes an illegal thing to do.
That's what they have in mind that they won't allow gambling related casinos to be setup so people bet with money on big levels and make money this way.So it's bad that they don't allow it to play over casino but as you see these things can't be avoided and following up on these matters is good instead of falling in any problem.
