Arsenal began to dare to spend money to bring in top class star players since Arteta leadership, unlike the Arsene Wenger era which often brought in young players and then educated them to become star players. Arsenal quality has started to improve with the arrival of players like Kai Havertz and Decline Rice, this season Arsenal are better prepared to face challenges to make amends last season.
The trust of the Arsenal management in Arteta is very strong, they are ready to change the club's tradition that previously scored star players and then sold them at high prices to become a club that dares to bring in experienced star players. The trust given will allow Arteta to freely strategize with the quality players that Arsenal currently have.
Arsenal is restructuring and attempting to become one of the most significant elite clubs in the English Premier League. Arsene Wenger's reign at Emirates Stadium is vastly different from Mikel Arteta's current leadership. Although their games are extremely different, signings made with large sums favor Mikel Arteta, who is eager to bring in more players to improve the team's performance. Arsenal have not been the finest team they could be, and after Wenger left the team, they suffered greatly before they could win points on the table, but all is changing now.
Regarding the two different eras between Arsene Wenger and Mikel Arteta, I think both of them might have the same principles about young players but this time Mikel Arteta is a bit over the top in terms of allocating funds to buy players. Maybe we also can't blaspheme because then and now are different, if Mikel Arteta can't get the players the club needs, then the result will be the same for seasons without titles.

I think this time Arsenal have spent a huge amount and even more than Manchester City spent on signings in the summer. But so far being able to improve all the team's performance on each side I think it will be very worth it and if you win your first EPL title after decades next season, it will be very exciting for sure.
Even though at this time Arsenal are more willing to spend a lot of money to recruit players, of course Arteta should not eliminate the basic structure of the Gunners who always prioritize their young players. However, since being handled by Arteta, Arsenal have slowly rediscovered their identity. I believe Arteta is very serious about the new season and is of course targeting the championship.
