EPL will be dominated by manchester city again. Arsenal will have no chance to win EPL next season. So many clubs aware to solve their problems. There will be comeback by some clubs like chelsea even liverpool. Arsenal must perform better than last season to make sure its club gonna be able to take the first position for so many weeks. Havertz is a bad transfer by arsenal. Arteta may potentially wasting so much money for nothing. Im feeling doubtful with arsenal's performance next season.

All teams that will play in the Premier League next season have a chance to win the title, but the chances will vary. Manchester City is the team that will most likely have the higher odds than the other 19 teams but those are just odds so there is no one certainty as a conclusion.
I also believe Arsenal will not have a higher chance than Manchester City, but Arsenal have been getting better season after season. Arsenal will try to give a lot next season after they have invested in some new players, but still they can never guarantee the title. Arsenal, Manchester United, Newcastle, Liverpool, Chelsea and Tottenham will be very competitive, but their chances of winning the title are no higher than Manchester City.
In the next season, Manchester City will have the highest possibility of becoming the Premier League title winner. I don’t know if they are definitely going to win in English Premier League then or not. The competitiveness of match for the Premier League title in next season is going to be higher. At least I hope so. I do expect larger clubs to perform well in this forthcoming season. But I still think that Chelsea will not by finishing in the fourth place. They even cannot fix almost any problem which they had faced.
Same as you, no one guaranteed especially the English Premierleague title in the upcoming season. Which means that Manchester City will head ahead simultaneously defending Champions League title properly. It might cause a little bit problem for themselves.
