Basically, if Juventus didn't drop points then Juventus could have been a tough competitor for Napoli but unfortunately, Juventus lost their ambition to catch Napoli because they had a bad case. But even though Napoli can dominate Serie A last season, at least I don't conclude the other teams are bad because after all, such inconsistencies are very natural. Also regarding Roma and Inter for me both remain good because after all, when one team cannot get maximum results in the local league then of course they can be more optimal in other competitions or tournaments. So yes, Roma and Inter still had good performance and results last season and for next season, of course we will expect a more competitive competition in the top zone.
The funniest thing about this is that they think this is a punishment only for Juventus and not for anyone else. But they are forgetting that instead of Juventus who was good enough to go, someone else who would not normally go but will go because of this will be attending these games.
This could end up with a result that is not as good, not saying that it will be, but there is a potential for it. Why not have the best team? Why have the team that will be lesser? In the end, I bet that Juventus will come back and win and be a lot better, and these teams will not be as good as people think, which will result with Juventus basically priding themselves for coming back while other teams will feel humiliated for not beating a team that's coming back from this trouble.
