Personally, I had a strong feeling that Inter did not really want to keep Lukaku and took advantage of the first occasion that came along, such as Lukaku's personal contacts with Juventus, not to make this deal. Lukaku's playing reputation is ambiguous now, and therefore I even wonder why Juventus suddenly decided to join the fight for the player.
No, Inter is still want to keep Lukaku, but they just want don't want to spend huge money to sign him. It's all depend on Lukaku decision whether he want to join Inter or Juventus, Juventus have offer better monthly salary and higher bid for Chelsea. I think the reason is Juventus don't have any other good striker except Vlahovic, so Lukaku can be a substitute player. There's a rumor where Vlahovic will join PSG or Arsenal, so that's why they're looking for a new striker.
Football is one sport that has a lot of uncertainties. Inter really wanted to get him but with the way it is now, I think Inter have angrily pulled out of talks to sign him permanently after learning Chelsea were in negotiations with Juventus. Despite Lukaku's pledge of loyalty and his success with Inter Milan, Lukaku has agreed personal terms with Juventus. Lukaku wants the move and it does look like the deal will materialize.
