People who have serious privacy concern wouldn't generate vanity address in first place since vanity address encourage address re-use.
2. Is the environmental impact of the computing power required to generate vanity addresses justified for personalization purposes?
If it's justified to use electricity only for entertainment sake (e.g. turning on TV and modem to watch Netflix), i would say yes to your question. And i also agree with other member that how the energy was generated is far more important question.
