The situation with Lukaku is still not clear. Few days ago, I read that he will resume training as a Chelsea player for preseasons and that Inter Milan had withdrawn from signing him and it is also not certain if he will want to move to Juventus because he might consider that move as betraying his former club. What decision he will make remains a mystery to all and I hope he makes the right one for the sake of his career.

Lukaku to Juventus does not appear to be a viable option. I also observed on a TV news a few days ago that some Juventus fans were chanting in front of the stadium that they did not want Lukaku. I don't think Lukaku will join a team where he will be unappreciated or disliked by the fans. He should reevaluate his choices, and I hope he takes the best decision for his career.

Probably Manchester City are still evaluating their options and have not arrived at a conclusion whether or not they need to sell Bernardo Silva or consider him still an important player for them in the coming season else they would be making plans already to get suitable replacement for him. Barcelona and PSG are prepared to battle for who will get his signature this summer. It is up to Manchester City to decide if they will sell.

The possible sale of Bernando Silva by Manchester City this transfer season appears to be uncertain. He's a fantastic player who was constantly in Pep Guardiola's starting lineup last season. He's been connected to Barcelona in the past, but I'm not sure about PSG. Moving to any of those clubs now will be contingent on his decision, as well as where he stands to benefit by next season if he remains at Manchester City. Pep likes to change his starting 11 every season; he might not be lucky enough to be in his first 11 by next season, but the likelihood of that happening is still quite low.
