It's clear that Inter Milan are very disappointed with Lukaku did, when he chose to be close to Juventus. It reasonable if Inter withdraw, considering that Marcus Thuram also already at there, who clearly has more potential in the future. Meanwhile, currently Lukaku get bad situation, reportedly Juventus prefer to recruit Folarin Balogun from Arsenal or Alvaro Morata from Atletico Madrid rather than Lukaku.
That's a serious indirect sign for Lukaku who is playing with the nerves of Inter management and fans! It will be an awkward moment for him to see Inter rejecting him, Juventus neglecting him and absolutely out of the strategy of Chelsea 
This guy has even rejected an offer that was coming from the totenham. He is too selfish and think inter was everything in the past without even lookin at the secondary choice.
I would not be surprised if there are so many people who dislike him so much. That's why juventus was not interesting to sign him again. Chelsea shall sell him asap. He's a bad thing for the team. No place for lukaku in chelsea.
