Barcelona and PSG were rumoured before. Barcelona can't pay that much for now. But actually it is hard to predict PSG's moves. If they want him so much then who knows maybe they can surprise us.

it has been rumored that Man City will not sell Bernardo Silva. and they will offer you a new contract with an increase in salary. regardless of the amount of salary increase, I think if Bernardo Silva is loyal and feels at home with Man City, I'm sure he will stay.
It is rumored that PSG has offered players for barter and additional money for Man City. if Bernardo Silva wanted to leave I think PSG could pay them. PSG has enough money to redeem Bernardo Silva.
I think Bernardo Silva will not leave Manchester City if Manchester City offers him a pay rise. On the other hand, if PSG offers more money than Manchester City, there is a possibility that he will leave Manchester and go to Paris. Since there are multiple rumors, any rumor can be true. But I think Bernardo Silva will prefer to stay at Manchester City because he contributed a lot to Manchester City winning the Champions League trophy last season. And the good chemistry he has developed with the Manchester City players hopefully he won't want to leave that good bond and join a new club. Since money is a matter, anything can happen.
I indirectly understand that at least Bernardo Silva wants to leave Manchester City, and if Barcelona don't have the financial means to sign him then PSG is the only option he can go for. Silva is one of the important players that Manchester City has, he has significant performances in every game including helping lead his squad to the Treble Winners, and I don't think it is possible for Manchester City to let him go because he has integrated several other important players like Haaland, De Bruyne to perfection. Then I heard that recently Guardiola has made efforts to keep him by proposing a new contract for the next four years, but I haven't heard about a raise there. For now Guardiola still has a chance of keeping him but if something more interesting comes his way he looks set to leave.
