This is not really a sound argument now since Chelsea had the most changes the past couple of years from top management. I would argue that they are still in the rediscovery phase but I'm glad that they seem to be moving in the right direction.
Yes, the average would say so especially when they consider Chelsea's transfer activity so far. Chelsea have signed Pochettino to help them get back into form, and I agree that with Pochettino Chelsea can expect a bit more quality in his game and also about his chances of returning to the Champions League.
The proof can be seen next season, but at this time of course it is very difficult to say anything definite with the quality of Chelsea and form. Some new players still have to go through adaptation, it takes time and good support from the whole team including the coach.
