Because Napoli has already made it clear to all clubs that Osimhen is not for this summer, Osimhen has transformed Napoli into a team that they haven't been in many years, and Napoli still believes that if Osimhen is there, they will still win the league once more. As for PSG, I don't think Osimhen will come to PSG because of the way PSG holds their players without allowing them to leave the team whenever they please. I am aware that PSG can make any offer to get any player of their choosing, but if they continue to treat other players the same way they treated Mbappe, nobody will want to join the squad.

The price tag placed on Victor Osimhen is scary. Napoli president Aurelio De Laurentiis has made it clear that Victor will not be leaving for anything less than €150m. Maybe PSG might consider buying him after the departure of Mbapppe because they will have the financial power. PSG is not stopping Mbappe from leaving but they are doing what any club will do. Football is business and not charity work. No club will want to let one of the best strikers in the world leave without the club getting any financial benefit. The club has been good to Mbappe and has given him everything he wanted but he wants to treat the club badly.

Losing a strong defender like Kim Min-Jae will also affect Napoli's defense and I doubt they will finish in the top three next season. Unless Rudi Garcia can bring in another defender who is capable of providing a role like Kim Min-Jae and if it is true that Giovanni and Osimhen stay, then this is much better and they still have a mainstay in attack. Defending the title will be very difficult because Napoli have changed coaches and several mainstay players who leave can also affect the team, so Rudi Garcia's biggest test is how to try to maximize the strengths of existing players.

There is a need to buy more players to replace some important players that left the Napoli team. There was speculation that Napoli was considering signing Ibrahima Konate from Liverpool to replace Kim Min-Jae but it was unlikely that the English club will let him leave. The French defender has grown to be one of the best in the EPL. Borussia Monchengladbach's defender, Ko Itakura was also on the radar to replace the South Korean. The Japanese defender have been consistent and solid in the Bundesliga last season. And Napoli will be able to buy him at a good price.  Napoli has a tradition of grooming average players into world-class stars and selling them for a handsome reward. Rudi Garcia should take proactive steps before the close of the summer transfer window.
