I even agree Liverpool don't need to bring in expensive players every season, but some players need to be brought in to improve and give them a better chance of winning titles.

Liverpool needs to change its tranger habits/policies if it wants to compete with Manchester City and other top teams. Even if they can win titles with the players they are now, Klopp certainly expects him to have a squad that can actually implement his plans every season well. Kylian Mbappe is good for Liverpool, but I agree with your assumption that Liverpool will not sign him from PSG.
