As you are a newbie, you really would need a escrow or you will need to pay some upfront.
I don't use telegram, but I have some experience. You can check the website on my personal text.
He didn't want to use an escrow. He insisted on paying after the work is completed. Which is a no go for me(or any other sane person).
I'm also surprised that he managed to find someone to do this work for him, as he told me that he's going to do it himself on telegram.
