Two quality stars have already departed from Liverpool, which can lead to a slightly poorer performance on the field. The two players who left the club too soon should be replaced by new players. Liverpool must think they can sign better players than left.  
Klopp is really taking a risky move by selling their two veteran midfielders, it's similar like Chelsea. Although the performance of both Chelsea and Liverpool in club friendlies are good enough, but we don't know what will happen in the real match.

I would say Manchester City, Arsenal and Newcastle United are shining in this season.

You very right with that sayin, Klopp is taking a big risk but some risk are worth taking, they now have vibrant midfielder's for the midfied but only a little few can adapt quickly to liverpools quick transition system of play. But the player's signed can replace the once who already left. Henderson is already old to leave. Mac Allister can fill up well for him also Thiago.
Chelsea lack an attacking midfielder not even a defensive midfielder has been signed they will concede goals this season.
Man United has brought in the player from Denmark but he will have to show himself quickly. They don't need a player to miss chances, a player is needed to score those goals. Arsenal are perfect they will go far this season including Newcastle United.
I don't know about Arsenal being perfect for next season but fair assessments on the rest. I still think City will remain the most complete team after the transfer window closes but I'm liking how other teams are opting for a younger squad. I expect most games to be played at a higher tempo next season.
Manchester City is an all-time favourite, but the problem is that two of Manchester City's most important players have left the club in this transfer window. Riyad Mahrez and İlkay Gündoğan were instrumental in winning the Champions League trophy last season and these two key players have already left the club. One of these two moved to Barcelona and the other to the Saudi League. The transfer window is not over yet and there are rumors that other players could leave Manchester City such as Kyle Walker and Bernardo Silva. Two have already left the club and it would not be good news for Manchester City if these two leave the club.  Given the strength of their squad, Manchester City will certainly try to keep Kyle Walker and Bernardo Silva in the squad.
