Liverpool and Chelsea are both rich clubs. And so they have the ability to form entirely new squads. Coaches Klopp and Poch have probably been given complete freedom to build their squad. Chelsea have played very badly last season. And their performance surprised everyone. The team is not even found in the top 10 of the table. On the other hand, there was some continuity in Liverpool's performance at the end of the season. And so the team was sixth in the table. However, next season both teams will certainly aim to qualify for the Champions League. And Liverpool will definitely be playing for the title. They definitely need a stronger squad if they want to stay competitive with Manchester City, Arsenal and United.
Despite the fact that Chelsea have the money, the results of last season were very bad and therefore Pochettino did not receive proper funding. Instead, a lot of players left the team, so it is difficult to say that Chelsea will be able to show good results in the new season. Although Pochettino is a great coach, he will have to build a new team, it will be a new team and we do not know what they will be capable of. To get approval to buy new players, Pochettino will have to show some results first.

The main reason for Chelsea's poor performance last season was due to internal conflicts within the club. The club has changed ownership. They changed coaches. Due to these various reasons, the internal condition of the Chelsea club was messy. This has affected the performance of the players. The performance of the players was erratic. And the coach wasn't able to help. And so the Chelsea management is preparing long before the start of the season to improve the performance of the Chelsea team in the next season. They have appointed a new coach. We don't know yet if Coach Poch can succeed. Adding more experienced players to the attack will probably make Chelsea's performance more dynamic.
