Yes, that's how it is, and there is still no agreement on the transfer.
What's more, news regarding Harry Kane continues to emerge. There are reports that Kane will remain at Tottenham if Bayern are unable to reach an agreement with Tottenham for the (CF) striker before the pre-season matches.
There is no agreement and the transfer has yet completed because Bayern Munich don't want to satisfy the price demand from Tottenham Hotspur. They want to bargain and reduce the price but Tottenham don't accept Bayern offer. Because Levy, the Tottenham president does not want to sell Harry Kane and destroy attacking power of his club as it will reduce chance for Tottenham to end the next season in top five.
If they let Kane go to Bayern Munich, they want to receive more than the minimal money they will get if they are eligible to play in Champions League 2024 - 2025. They are requesting at least $100M to sell Harry Kane even the player only has one year left in his contract.
Kane is a top striker Bayern needs a top striker. Makes a lot of sense to me, it's a great move if that's the case. If I had Tottenham I would sell Kane, £80-£100 for a 30 year old player with one year left on his contract! And I think Bayern makes more sense.
Bayern Munich lost Lewandowski in the last summer. They got Mane and Choupo-Moting but only a latter striker played well while the former played not too good and had limited appearances for them.
In this summer, they sold Mane too so with only Choupo-Moting, Bayern Munich self understand that they must buy a new striker and their all focus is on Harry Kane. They consider Choupo-Moting as their temporary, substitute striker and still want to have a world class striker to fight against biggest clubs.
