The price and salary are not commensurate with the contribution made, it makes sense that Chelsea are reluctant to make the status of the player from Portugal permanent at Stamford Bridge. Barcelona can make Jao Felix another option if Ousmane Dembele departure to PSG is realized, moreover Felix has expressed his desire to play for Barcelona. I think the process will run smoothly but the final decision depends on the price agreement.
The latest news says that Xavi is not interested in recruiting Felix this summer, maybe this is a matter of the very high price.
Xavi's main focus if Dembele goes to PSG is that he wants to sign a good right-back. Some of the money from the sale of Dembele will go towards fulfilling that wish, so I don't think Xavi would be considering Felix so soon.

João Cancelo is one Xavi might have in mind as a defender, so it's certainly going to be well worth the effort. If Cancelo really joins Barcelona, then clearly Barcelona seems ready enough to perform well in the Champions League next season.
