As for strongest in PL, I think United, Arsenal, City, Liverpool are strong teams. Throw in Newcastle and Brighton too. Chelsea also might improve a lot this season as compared to last season. Spurs might wobble a bit. About the teams promoted, I have my hopes high with Burnley in PL and I feel that they should finish top 15 at least.
The team you mentioned is still a strong team expectation in the season to start, I think Liverpool for now enter the top 4 places. 
Newcastle last season was a renaissance but I wonder if this team can survive again as I see their purchases are not so much in star players except Tonali from AC Milan.
Brighton will not exceed the teams you mentioned above, about Tottenham it seems they will not compete more tightly especially if Harry Kane really goes to Bayern Munich.
But my prediction is probably; 1 Man City, 2 Arsenal, 3. Man United 4. Liverpool.
