Is there a place to collect the lost bitcoins (I mean the private keys is lost,and the bitcoin in that special address stay there forever) 
Not your keys, not your coins. Your private keys or seed phrase are proves that you own the Bitcoin in a wallet and if you don't have it then you're not the owner. If you lost your private keys or seed phrase, there's no way to recover your bitcoin, for it is gone forever. Move on and learn from your mistake. Next time, write it down on a clear piece of paper and keep it somewhere safe and you can keep it in more than one locations. You can also use a metallic steel to write down your seed phrase.
