I agree with you that Tottenham hasn't done much to become more competitive sometimes, but keeping Harry Kane would speak for the chairman rather than against him. Though give it a few days and we will finally know whether Kane will stay or not.
If Tottenham doesn't want to become an average club, which they kind of are already, they would need significant investment into the team's quality.
If Kane joins Bayern Munich in this season, he will get the chance to earn more achievements with Bayern Munich while he can never have the chance to win the Champions League title with Tottenham in this situation of this team, I think this transfer will help Harry Kane a lot.
