Can someone explain how to send money from a debit card to a Bitcoin address without having to create a Bitcoin wallet?
Without having to create a wallet makes this process impossible, especially that a record for such a transaction needs to be kept as proof of it happening, and besides you still need a wallet to receive the coins after the purchase!!Unless you meant without having to manually create a wallet...this process is definitely going to involve a third-party like an exchange, of which you will first have to buy some bitcoins with your card ,of which a bitcoin wallet will be automatically created if a CEX is used so that when sending out some coins you can specify just how much the other person should be receiving from what you have!
What is the easiest and quickest way to do this? 
Unfortunately the easiest way to buy BTC with a card is that which doesn't require a KYC process like most, but this is also the expensive option but for convenience opt for peer2peer trading .
