even a premium one could give you the same IP as a cheater
It depends on what VPN services you are using because premium like NordVPN account gives you a dedicated IP assign to you that is not shared with other user. Purchasing a premium VPN that share IP among premium subscribers is useless and waste money because it’s not a complete privacy since you share with others.
I believe most of the premium VIP offers dedicated IP since I use multiple VPN before with this same feature.

a dedicated IP will have other advantages like technical stuff with servers, probably, not having to solve captchas many times in a row, this kind of thing.
