In some parts of Africa, you have to think or reason to get the interpretation of a proverb because the speaker is not mandated by tradition to explain the meaning. To me, the proverb simply means that some people don't know how to use opportunity because they don't know that it is a privilege to have one. A dog is privileged to have food but he can't sit to eat.
