I'm not sure either, I went through each of the new and old applicants profile and from the local board they interacted in their post history, I assumed that's their local dialet. I maybe wrong about, I can speak french but not too expert.
Please check the merit information from @mikeywith - are you sure the application has not been approved?

Logically, checking a profile merit history, it is easier to know if a merit source application was rejected or accepted because the merit they sent is usually larger than the merit they earn, a normal user merit sent is usually less the merit they earned and from Mikeywith, it's clearly a merit source person but that one skipped my eye, but thank you for the observation, I have make correction on the table. Thank you.
