They cannot stand up instantly, they have to go through a process to be able to stand firmly, and in the process there are 2 possibilities, it can be fast and it can be slow. Chelsea management does have to realize that they will go through it, and what is happening now seems like they have begun to understand the situation, so I also agree with what you said.
A club will not always be in good shape, and it will not always be in bad shape either. It depends on what they do, as long as they work hard to make it a solid club that is feared by their opponents then it's not impossible.
This season Chelsea have hired Pochettino who statistically and by reputation is better than the previous two Chelsea coaches. Lampard and Graham Potter are no better than Pochettino, but you are right that Chelsea need to stay patient and keep working. After all, this is Pochettino's first season at Chelsea, so of course he needs adaptation and strategic adjustments to his players.
So far, Chelsea has almost completely overhauled the composition of its players by bringing in new players. Every player needs time to adapt and of course this will complicate Pochettino's job a little in his first season. Some of their new players played badly and even cost their team the debut of Moisés Caicedo.
