Murmansk is close to Polyarny, a legendary maritime base of Ruzzia, pretty much near the Artic, in the Karelia Peninsula (where most of the nukes of Ruzzia are deployed by the way). Murmansk region is home to some nuclear submarine forces of Ruzzia, also of spent nuclear fuel and both working and "out of order" equipment.
