It seems Al Hilal is still spending money and they don't want to stop hiring players for huge amounts of money, this time Al Hila hired an Arab player from Al Ahli, and they hired Mohammed Al-Rubaie and now there are many goalkeepers in Al Hilal after hiring this player and Yassine Bounou from Sevilla.
There is no stopping them at all. And even when they start being rated a top class league, they won't stop. I know that there are consequences for these especially on the acquired players. Some of which will end up not having enough play time. They'll lose their form. And may opt to believe despite the huge salary to receive. At this point no team would wants them.
They have not signed a lot of players. The local players being affected caused by the come of european players but this is one of the efforts made by saudi to get trust from FIFA to host world cup in 2030.
The european players will always be getting regular time to play. There will always be a victim of this decision. They kicked the local players that played for these big clubs out of the club. It's the consequence of bringing so many european players to the saudi pro league.

Saudi is now being very obsessed with bringing european players to the club as many as possible.
