Some posts with 0 merit ^{[regardless of writing date]} may be posts/topics that may have been ignored by local board merit source or may also be posts/topics that have no quality at all. Some posts with 2 - 5 merit may still deserve get more merit because of their quality, but will there be any exceptions to that?
