Responsible gambling is really over rated if you ask me because to be honest almost every one who doesn't have the available funds to gamble is an irresponsible gambler because and if you have the ratio of people who gamble responsibly to the one who do the opposite we can deduce that the latter is always the higher so I feel to the a responsible gamble is typical base on the availability of funds because people like drake the musician who gamble irresponsible but because the funds is there it's covers and portray him as a responsible gambler.
Well, in terms of fund management, as a responsible gambler, the person should know what they can spend that will not make their financial well run dry. In the example you gave about Drake, although I will see him as a responsible gambler, despite the money he lost, or should I say wast, on gambling, he doesn't blatantly go broke, and as he is, he knows his financial status; like, he knows how much he's got to his name, and there's no way he can take all his money and put it into gambling. That's the reason why I think he is a responsible gambler. There are some bad gamblers who don't mind spending all their money on gambling, then return home with an empty stomach and even sleep hungry till the next day (so irresponsible). They gamble and forget to make a budget for what they will eat.
