Wenger started his U-25 project when Arsenal was struggling for money, and he had fantastic results with that team on really small budgets.
People made fun of these teams and called them 'nearly there's' but they overachieved almost every season.
The Wenger project was way different from what Chelsea is doing today. Todd Boehly is basically just throwing multiple darts at the mark and hoping one sticks. Buying young players for exorbitant amounts and drawing up long term contracts is not the way to rebuild a team.
He needs to work with the manager and not bring him into the project and understand that it takes time to build up a team, especially after a drop from their current status in the league.
