Leverkusen is indeed a good club and its performance is quite convincing this season. but it is true what you say if Bayern is actually still above Leverkusen regarding the ability of its players. In the last match which ended in a draw, Bayern actually had a 2-1 lead. However, it was very unfortunate that at the end of injury time, they made a mistake and were very unlucky. So Leverkusen got the final kick which made it a goal.
I Think Leverkusen recent success, it is obvious that they have not yet reached Bayern Munich level. Munich stands out due to their consistent dominance in the Bundesliga and strong player pool. Leverkusen is improving, but more work needs to be done before they can threaten Munich dominance. Leverkusen has made improvement, though, and with more perseverance and consistency, they may someday be considered serious competitors. Bayern Munich continues to dominate the Bundesliga for the time being.
The only thing that is obvious is that Leverkusen spends 50% of the money on player salaries that Bayern Munich spends. If Bayern Munich does a proper job, Leverkusen can work as hard as they want but they won't be consistently on one level with Bayern Munich. In a single season, sometimes the unexpected is possible because Bayern can't get their issues sorted out and a different club uses their chance, but as you can see this hasn't happened in over a decade.
