These Cypherpunk groups aren't just regular people, some of them are experts. they do understand ciphers and capable of writing software. One of the highlights is, the concept of cryptography in 1970 was first developed in secret by the military and spy agencies, until in 1980 this document was leaked to the public so that many people were talking about it.
