Either your project is a forum - for which you can get even free software if you look around a little, hence no big investment is needed - , either you wrote pretty much nothing relevant about it.
This is not enough to ask for partnership. And this is also - by far -  not a valid collateral.

So the "welcome" you've got is not that much unexpected...
