I agree that Luis Enrique is a coach who has a lot of experience, but he also needs support both financially and in terms of trust from all parties to build a better squad. Enrique has handled many top European players including Messi as one of his mainstays, but I think he should not really rely on one player in a team even though it can sometimes make a lot of difference.
Kylian Mbappe will leave PSG sooner or later, so it doesn't make sense to rely on him all this season. Luis Enrique may just need to use Mbappe to support his game plan while hoping PSG give him the green light to bring in a suitable striker to replace him, but I believe Enrique can handle it this season. Regarding the Champions League, Luis Enrique and PSG are not favorites to reach the final this season, but something unexpected is still very possible.
PSG is financially sound. PSG can pay Luis Enrique big funds to buy players. And I think Luis Enrique will be able to put the players in the team according to his choice. PSG and Luis Enrique are probably planning for the long term. PSG management understands very well that spending money alone is not enough to build a strong squad and win the Champions League title. Winning the Champions League requires a stable squad and strong bonding between the players. And so they put Luis Enrique in charge of long-term planning. Luis Enrique will be able to gradually solve all the problems within the PSG squad. And if PSG add star players like Osimhen or Vlahovic to the squad next season, maybe the team will be able to build a squad worthy of winning the Champions League title.
If the UCL had been won with Vlahovic or Osimhen, Juventus or Napoli should have won this cup last year. A player and a team do not change from start to finish. Even Messi couldn't make PSG the Champions League champion. So it's not tied to one player. As you said, Luis Enrique needs to make PSG stand out as a team. If he can achieve this, PSG may have a chance.

I am not saying that even with Vlahovic and Osimhen in PSG's squad, PSG will win the Champions League title. This is not really the case unless the squad's performance is stable. Messi and Neymar were two more talented players than Vlahovic and Osimhen in PSG's squad. Even then, the team could not do well in the Champions League.

I actually tried to explain that, if Enrique is able to stabilize the squad, then he adds talented players like Osimhen or Vlahovic to the squad, PSG's squad will be stronger. And PSG's chances of winning the Champions League title will increase. But winning the Champions League title is much more difficult.
